All Pushing ^ Perhaps too many parts to see clear benefit of so many magnets. Later simplified version (shown at top of page 1) probably better.

The outer set is a couple of degrees advanced from alignment with the inner set. The divisions disallow reverse taking dominance and form a repeating pattern as in 5degrees of rotation the arm 2 back from the one you were looking at takes the position (relative to a pushing pair - but a pair 45 degrees back) as the one you were investigating started out at. (that is the 40 degrees the ring magnets are separated by + 5 degrees rotation. The 2 degrees advance of the outer set causing push where it would not be with a perfectly inline arrangement would not). As the system begins positively, it never drops below positivity within its repeating pattern.

NOTE: The exact angle required to gain a positive push which overcomes the negative push on approach can only be found from the set of magnets used and is not represented here. A key to the positive push is that the magnets are closer on push than approaching negative push because of the position of the fixed pushers and the circular ring magnets. The distance from the centre of the ring to the negative pushing magnet is further than the distance to the positive. The ring bringing the pushed magnet into position from further away and dropping it into the best place for a push just in time to gain. The gain may be minimal yet still positive and repeated aver the whole system remains positive.
